Details:
This seminar will cover information on EDD’s tax audit guidelines, employment status determinations, the tax petition process, and e-File, and e-Pay Mandate policies and procedures. This seminar will also cover information on Cal/OSHA’s enforcement and administration of occupational safety and health standards and regulations, workplace inspections, accident reports, and high hazard industries.

Speakers:
Cesar S. Avila, District Director for the U.S. Department of Labor, Wage and Hour Division, Sacramento, CA.
Mr. Avila began his career with the agency over 19 years ago as a Wage and Hour Investigator in the San Francisco District Office. He later transferred to the Sacramento District Office where he gained a passion for enforcement in agriculture. In 2007, Cesar was promoted to work as the Regional Agriculture Coordinator as part of the San Francisco Regional Office and in 2010, he began working as the Assistant District Director in Sacramento. In his current position as the District Director, Cesar oversees 31 California counties beginning at the Oregon border, and reaching as far south as Kern County. Cesar’s goal is to promote the agency’s mission through a strong enforcement plan and a strategic education and outreach program.
Willard Vaughan, Tax Administrator, FACD Central Operations, Tax Branch
Willard has been with the EDD for 27 years, and he previously worked as a Tax Auditor where he conducted payroll tax audits, and investigations of businesses to ensure proper classification of workers and/or wages. Willard has also conducted Audit Block Training for several years which is introductory professional education on the EDD’s audit policies and procedures for newly hired personnel.
Trish Dee, Marketing and Outreach Manager, E-file and E-pay Mandate Implementation Team, EDD, Tax Branch
Trish has worked for the Employment Development Department for 10 years and currently manages the marketing and outreach efforts related to the implementation of the legislative electronic mandate that requires employers to file and pay electronically. Trish and her team work with employers, employer associations, local chambers, and the Small Business Development Centers throughout the state.
Michael C. Alvarez, Educational Outreach Trainer for Cal/OSHA 2012 Heat Illness Campaign – post retirement, Chair-Board of Directors for the Safety Center Incorporated
Michael is a former Regional Manager and Acting Program Manager for the Division of Occupational Safety and Health (Cal/OSHA) Consultation where he co-authored and edited several publications, and hosted educational outreach. He was also a Cal/OSHA Emergency Response Manager that included services provided during the Katrina Emergency and California Wild Fires.
